Democrat and local prosecutor Richard Bell is running against Republican incumbent Wanda C. Jones. She was appointed by former Gov. John Kasich in 2018 to fill a seat vacated by Ohio Supreme Court associate Justice Michael Donnelly.

In another levy issue, the library system proposes a permanent 1-mill increase to cover expenses and avoid reduced hours.
